Quest Desertion - Suggestion for a Justice System Addition

After listening to the justice system dynamics on ESO Live – Episode 7 I started to wonder if anyone has considered the ability to desert a quest and steal the quest item.

It would be a pretty interesting option to be able to decide, while on a quest that places quest items in your inventory, to visit the fence and turn a quest item into a stolen item and then launder the item to clear it. Then you could use it or sell it.

Once you do this, a bounty should be placed on your head (by the person who sent you on the quest) and your heat should increase. If you return to the individual who gave you the quest they will either simply scowl at you when you try to talk to them or they might attack you. Either way your heat should increase, no matter how long it's been since you stole their item and left them hanging. The people of Tamriel really know how to hold a grudge.

If you do this enough you will become kind of infamous. Burning bridges and angering NPCS across Tamriel. Might be fun!

    It would be nice to add the opportunity for players to fail a quest.
    The unkillable main questline NPCs was an example of "the dumbing down."

    This may be a good idea for the side quests, but not so much on major quests that are used for gaining achievements. I can see a lot of people complaining about their dumb mistakes in the future.

    Easy fix! Add achievements for each quest line you completely foul up. REPLAYABILITY!

    You sure about that?

    With The Elder Scrolls, I could have sworn it came out of playtesting in Oblivion where the Radiant AI was a little homicidal. NPCs were given a task, and eventually they'd get to a point where they'd start killing other NPCs so they could sweep the sidewalk or work in the garden, breaking quests in the process.
