Blackheart Haven Normal Bugged.

After killing Aturus and getting his skull, shifty tom doesnt come/ spawn at all. I've done this 4 times today and it bugged here every time.

I tried running to the beginning to see if he was still at either of his previous spots and he is not.

Just had this happen to me. Everytime I tried to do something like check inventory, check help, etc., the game thought I was in combat. It's like it combat never releases.

I also had the original poster's bug happen today, in a normal mode dungeon run. Tom never arrived to get his skull (for any of us). We left the dungeon, abandoned the quest, and started again. Same thing second time through. We gave up on the quest.
I've heard others in my guild say the same thing can happen multiple times - SOMETIMES it works, if Tom leaves the cave after the 2nd time you speak to him (before the battle with Atalus), but if he fails to leave the cave, he will never appear when you have the skull.

Note: As someone else has pointed out, this issue was listed as "fixed" in patch 1.4.3 (September 26) - except it is obviously either not properly fixed yet, or broken again in one of the subsequent patches.

In my group's case (tonight), there were 3 people who had not previously done the quest, and one V14 who had done the quest before, if that helps.

Update for ZOS_GaryA: no, no known way of reliably triggering this bug - nor working around it. It may be related to specific people (classes? Levels?) or combinations in a group, for all I know. My own problem experience was with an AD L49 NB in patch 1.5.5 - have not tried this dungeon again in update 1.5.6 yet.

Thanks for letting us know. We'll be sure to update the right folks and let them know. Do you happen to have a solid method to cause Shifty Tom to not appear, or is it just kind of random?

I just tried it again, solo to avoid grouping issues, and tom didn't spawn. I'm starting to wonder if it's character related because I have so many issues with dungeon objectives.

I had this happen with a group I was in last night. I had the skull in my inventory and the quest arrow was in the middle of the room saying to talk to him but Shifty Tom wasn't there.

Shifty Tom will only be available when 1.6 goes live and only found in the Crown Store....
