Ok guys. Here is a partial fix for problem. This all happened because launcher deleted this files:
ESO\The Elder Scrolls Online EU\depot\depot.version
ESO\The Elder Scrolls Online EU\game\game_player.version
ESO\The Elder Scrolls Online EU\game\vo_en\vo_en.version
So assuming you have the correct version of game you just need to copy them back. Its for eng version. If you need for other version ask people with other lang versions.

If you don't want to use the EU files then you can use the US files that I supplied maybe they are the same that he has but anyway if you have another language that's not listed here please contact me and i'll add that on the list.
if this files copy fix isn't working you only have 2 options
1. Wait for Zenimax to give you a fix and god knows when this will be.
2. Uninstall and remove all of ESO from the system then do a fresh install of the launcher and re-download the entire 28-30GB. ( option 2 is what I took and it's working like a charm due to this fix wasn't implemented at the time )
