Separated Bounties - Justice System Proposal

Hello.
After the topic about Justice System (here), we discussed a lot with others PTS players, and an idea emerged.
Some people think that be attacked by guards in Faction A for crimes commited in Faction B is normal, we think not. We know Cadwell's Silver and Gold cannot be canceled, but we imagined a way to bring more logic to the Justice System : Seperated Bounties !
You'll have one bounty for each campaign (normal, silver and gold) and only guards of the faction where you have your bounty will attack you.
Don't forget, there is absolutely no logic when you get hit by an Eldenroot guard for the murder of a Skyrim lumberjack, but it is normal an ordinator want to arrest you when you have rob a netcher.
