Regular Chests providing legerdemain experience - Bug or not?

Right now players can grind chests in the open world with no risk of being caught to level the legerdemain skill line.

Can you guys confirm if receiving Legerdemain skill line experience from lockpicking regular chests(not stolen lockboxes) out in the world is a bug or working as intended?

    There are not so many chests around, often there are also hostile NPCs around or they trigger an ambush.
    Imho it is fine also because chests would become even rarer because of it.

    Maybe in the second update for justice system, with PvP introduced, a single chest could lead to some fights.

    Since one of the passives in that skill line has to do with lock picking it would make sense that you gain a little experience from picking locks I guess.

    You gain Legerdemain (note that the skill line is not called "Thieving") XP by picking locks.

    This gives non-Thief characters a way to access the passives that might be useful to them, like reduced sneak cost, etc. Nothing wrong with that, especially since open world chests actually give very little XP to begin with.

    Yeah that seems to be the way, I guess a few role players don't mind taking loot from locked chests in caves from bandits and monsters to get the benefits of the new skill line.
