Not sure, but I think, you can't even write in the forum, if you have unsubed. So maybe he/she is lying.
As long as you have an active account/you have time left, you can post here. When you cancel your account and your account is no longer active, then you can't post anymore.

If the game goes F2P I would rather just go play an already existing F2P that is more developed. The only saving grace of ESO right now is the community isn't full of trolls, and F2P would change that
Wrong.
I was still able to post one month after my subscription ran out last October, not only with this account, but also with my beta account (which had never even been subscribed)
No. Whether it worked that way for you or not, it is supposed to be active account only to post. On the knowledge base:
I don't have an active subscription, can I still read the forums?

The official forums for The Elder Scrolls Online are visible to anyone who visits them, but only players with active game accounts may post to the forums. Once players activate a account with a subscription, they will receive an invitation code welcoming them to the forums!
Can anyone post in the forums?

Only players with active game accounts have permission to post in the forums. While the forums are publicly visible for anyone to read, players will need to have an active game account in order to have an active forum account.
How do I access the forums?

If a player has purchased the game and has an active subscription, but does not yet have access to the forums, they should contact Customer Support.

You could play for free to a certain extend. Your gold was limited, you couldnt get into all raids and dungeons(but you could have bought a timepass for each). In the store you could have bought some boosters etc. some starter gear. Not the great stuff. Basic items you could also craft very cheap ingame.
Then you had some mounts, pets and Vanity Clothing Items.
they also kept the regular subscrition. With that running everything was like before it went F2P. You had access to everything and even got points per month to use in the shop + additional discount for everything in the store.
With a system like that i wouldnt mind.
