Can't find lower level ingrediants anymore?

So I have a problem. I'm Veteran rank 7 with 30 provisioning. So i decided to go back to glenumbra to ransack towns for level 30ish ingredients.

Well I found out quickly that i am only looting level 40+ main ingredients no matter where I go, even the starter islands. the lowest main ingredient I am finding is beef. all my secondary ingredients appear to be zone based, but main ingredients are based off my level.

now my understanding was that all ingredients are supposed to be zone based.. so what the heck is going on? I have never seen this change in any patch notes. and quite frankly it would be a terrible idea for this to be intended. I have a feeling this was an unintended side effect of them fixing veteran content provisioning loot.

    hmm, i made an alt the same race in the same city my main is in right now and i'm finding lower level ingredients. I think something is broken.

    Apparently, they did something to level the containers with us. Not a stellar idea, IMO.

    it's an extremely stupid idea.. if someone ignores provisioning then tries to raise it later they are completely screwed.

    I've noticed this change also. Even though I've got maxed provisioning and use all V5 blue recipes for pve now that I'm V5+, the only purple beverage recipe I know currently is level 30-something and requires ash millet - whenever I would want to make a batch for pvp (since w/ a 2 hour duration I don't have to keep worrying about if I have a provisioning buff active while running back and forth between keeps), I would head into Shadowfen to pick some up from containers. This is no longer possible, which unfortunately I only figured out after looting dozens, haha. The oat mash is still around, since that's a mixing ingredient rather than a base ingredient, but not the ash millet. I don't really have a problem with offering gold to buy some from the 30-something players in the zone, actually, but it's still a bit more time consuming of a process than it had been when I could just loot however many I needed and not buy in bulk. When they made the change, I don't think they realized plenty of vets might have a reason to make lower-level recipes, whether for alts, guildmates, or like myself to make a known purple recipe. (The astronomical prices I've seen offered/asked for them suggest that vet-level purple recipes are extremely few and far between, and I won't be finding or buying one for a while. :P) Or, as the OP and others in the thread have already said, those who might have neglected provisioning and later on decide to level it.

    Obviously this pales in comparison as an issue to the slideshow animations and sluggish graphical loading, but once that gets finally fixed (it will, right??? heh), this is another 1.2.3 change that wasn't well thought-out. It makes sense for vet zones, but not the original lower-level zones in the player's home alliance.

    I think the point was to fix the issue of getting low level zone mats in VR content, which was annoying especially cuz you never got the recipes for that level so you had tons of useless provisioning mats, but in typical Zenimax fashion they took a legitimate problem and "fixed" it in the worst way possible.

    At least they changed the loot distance to an acceptable value, but funny they never mentioned it. Cuz that would be admitting they screwed up when they tried to originally "fix" it. Maybe they'll secretly fix this new issue, too.

    I believe this WAS intended; see this thread in the crafting section, noting that the ZOS implementation back with v1.2.3 was somewhat "botched".

    If you travel to the zone that gave you quests for 24-32 then you'll be able to loot the materials you want normally.
    Dock type areas are the best for farming containers.

    AD = Greenshade (Marbruk or Seaside Sanctuary)
    DC = Rivenspire (Northpoint or Shornhelm)
    EP = Shadowfen (Alten Corimont)

    EDIT: Oops i didn't realise they changed it. As i always level up provisioning as i go.

    oops, that is bad news as I intended my fully lvled provisioner providing my new alts food. I guess they will have to search for the mats themselves, which kinda screws over the whole idea of having my main cook for them so all they have to do is level and not fumble thru a ton of crap

    Aye, it's driving me a bit potty to be fair, I have always relied upon being able to find certain ingredients in certain zones to provide food/drink for various characters, or to go back and level a new character in provisioning.

    I think this is the wrong way to fix the issue. The issue was that veteran rank ingredients were not available in veteran zones, but fixing it to character level is equally poor as it means if you want to level provisioning on a different character, if that character is beyond the level of their provisioning skill it is impossible unless you make low level alts to go pick up the starter ingredients.

    What should happen, is that veteran ingredients should be in veteran zones, and low level ingredients should be in low level zones. If I took a VR12 EP character back to Bleakrock/Bal Foyen ie. their home faction starting islands to look for ingredients, they should find level 1-5 ingredients, if they are in AD or DC veteran areas, they should find VR 1/VR5/VR10 as appropriate ingredients. Otherwise it's possible to outlevel your ability to progress provisioning skill.

    NO OTHER CRAFT HAS THIS ISSUE (I can go back to starter areas and collect iron ore, jute, rawhide, rough maple, low level runes, natural or clear water - ie stuff I can use when I have no skill in that craft and decide later to start leveling it), please Zenimax fix it so that Veteran ZONES provide veteran provisioning mats, and low level ZONES provide low level provisioning mats - the same way as it is for every other profession.

    An official response will likely have to wait until after the holiday weekend, but I agree that this needs to be fixed.

    A big part of any MMO is having the ability to take your Main and farm up materials for your lowbies. It enhances the replayability factor considerably, and makes playing Alts reasonable, as well as desirable, without making them required.

    The provisioning items, including recipe drops, should not level with your character.
    Veteran ingredients and recipes should only drop in Veteran zones.

    the worst part of this is noone keeps these lower level ingrediants. I spam chat for the tiers i need and everyone thinks im smoking crack wondering why I want those ingredients lol.

    I'm having the same issue with my VR4 trying to get the provisioning going and can't find any low level ingredients.

    I have noticed this too. The problem occurs only if you are using a VR character. you get part of the provisioning materials specific to the zone level, half beef or higher. The result, you cannot craft anything since you don't get all the mats for any food. You have to get an alt lower level - for sure not VR - to get the materials you need.

    I spent a lot of time today with my main - VR2 designated as cook - looking for mats in Auridon - Vulkhel Guard area, only to realize after almost 1 hour that I cannot craft absolutely anything with what I've farmed. I had partial lvl I mats, partially lvl IV, V and VI. I had to switch to my lvl 12 alt (not VR) to get a ton of lvl I mats in 20 min or so.

    I also noticed in the VR zones a mix of lower level and high level mats, so this problem need to be investigated and addressed.

    I would suggest creating an in-game bug report for this.

    You get stock/malt/flour/fat/grapes/mash based solely on zone, and ingredients based on your VR level now in most zones. Which is likely one reason they are revamping provisioning completely soon.

    Same issue here and Vet 7. Characters should be able to start provisioning at any time and not be penalized for not getting recipes and/or ingredients when that wasn't the initial plan in the first few levels of the home zones.

    I have to play the game a specific way?
    It's smart to make a change like this after the game has been out for months?
    You're supposed to automatically know a mechanic that isnt listed anywhere in the game or game help menus?

    Easy fix: Make a low level alt to farm provisioning mats; I started leveling it at v5 and had the same issue. After 30 or so minutes, you will have plenty of lowbie mats =)

    THIS IS REALLY STUPID. I SKIPPED LEVELLING PROVISIONING AS I LVL UP NOW I DECIDED TO LVL IT UP AND SEE I CAN'T PROGRESS BECAUSE I CAN'T FIND THE INGREDIENTS! FIX THIS ASAP!!

    i have the same issue. main char lvl 45 (prov lvl 50), purple recipe lvl 35. useless, as alts are at lvl 20+. neither main nor alts find "ash milet" (anymore / not yet).

    I have one alt that is my mule, aka extension of my bank since I don't want to spend 30,000 to add 10 slots. :) She is level 10 and stays on a starter island and I can take her out when lower level mats are needed. I don't use her for quests or game play other than gathering mats. Yeah it takes up one character slot but it saves me a ton of headaches when I decide at level 20 I want to start provision or alchemy.

    Since ZOS left us hanging on many achievements and their dyes, I tried to get some of the ones in Provisioning. I spent a few hours in lower levels trying to find level III ingredients to go with the few epic (purple) recipes I have. Apparently the issue with finding ingredients below your skill level is partly fixed, but still is an issue. I need black tea and flank steak, which are level III. I found other level III items like sifted flour and suet, and other base ingredients, but saw no Alliance specific ingredients, which is what I need.
    The other issue (you listening ZOS?) is the lack of recipes. We did not get credit for the recipes we already learned (and can't learn again), and missed a dye/achievement based on that. However, recipes are pretty rare, and though I found a few, they were all higher level recipes, not zone level. That really only gives us the option of starting a new toon if we want to get those achievement.

    Seen this too. When they "fixed" the veteran zones so veteran players would loot veteran level mats they messed up the 1-50 normal zones for the player.

    As a veteran player I now loot primary ingredients related to character level and secondary ingredients (fats, mash, broth etc) according to the zone level.

    I know anyone trying to level provisioning right now cannot get the mats themselves and have to buy it from level appropriate characters.
