At least, that's the original thought. ZOS has messed with that recently, from delaying dungeon motifs to making Welkynar a terrible grind to acquire in game. -

I don't think we need more motifs at a faster rate, it's pretty tedious to farm them now as it is. People just buy them if they want the rare ones. -
