Does it violate the PSN ToS? You can also report to them. The line between ZOS and Sony responsibility seems blurred, at times. -

All the tools are there for Zos to fix this problem except the main one necessary, Live GM's on at least during peak hours. Without a GM on staff, nothing they will try will matter in the long run.
