I get it daily, sometimes many times a day. It's very much a huge problem, but it doesn't seem to affect everyone. Loading screens are between 1-3 minutes for me most of the time as well. It was 5-10 -

Yes, by adding 1 additional minute on all loading screens. For free! -

The new PC thing doesn't apply to the long/endless loading screens in Cyrodiil tho -
