I did all my farming in gold and silver, so I know for a fact I wasn't over leveled, however, there was just some world bosses that never ever dropped skulls for me and i farmed them more than once. -

In public you can farm mobs while waiting for cooldown, for group dungeons the skulls is mostly an bonus. -
