1 light attack + 1 force shock = 4 attacks = 4% magicka return. Mix that with the elemental drain magicka return and other abilities such as shade/cripple and it adds up. -

Especially with sets like Necropotence around, most do go 5/1/1 to maximize their magicka pool. -
