A constant spawning mob is a bug and exploiting that bug will get you banned. -

Another idea as to why these nodes are instantly respawning: -

The bots exploiting this current thing with the Jute nodes will resolve itself once the nodes have been fixed so they won't instant respawn again. -

Farming mechanics is obviously not perfect as it allows to grind instantly respawning nodes. This cannot even be called as abuse as it is simply how ZOS implemented it in game. -

Just came across a set of the constant respawning Jute - just remember to send in a bug report, Exploit, Game system, Interactable/Lockpicking - and a screenshot of the area. -

We're discussing that in this thread about capturing districts as well . Id argue that locking down access to IC is the Carebear option in this case, a lot of PVE folks would hop campaign to campaign -
