You can't help out the ones in towns, but if you talk to the ones that are random encounters near roads outside of towns you can give them gold. There's even an achievement for giving gold to a beggar -

Not really. They don't invent an entirely new npc body to make people in a new zone - they already have the wireframe meshes and can just reuse existing. -

The game rating applies to all children . Rated M for Mature . So they had to kick all the children out of Tamriel to a cyber orphanarium . -

Are you serious? A lot of us think the fact there is no kids seen in Tamriel at the moment is quite immersion breaking, and we really hope you guys could add NPC children into the game ASAP. -
