I doubt it will be that much of a problem to make capes in ESO. Maybe you could see the cape only on your character. There is always a way.. -

I feel like I say this every couple weeks to a new cape thread but, go to youtube and look up ESO Alpha test and see capes in all their glory! -

Either you have no clue how things work or you are trolling. The boss fight you describe has 4 players and a few NPCs, while capes for everybody means hundreds of people at once in PvE or PvP. -

The Elf Hero in ESO's own cinematic movies has a cape. The in-game costume of same hero = no cape. -
