Well there are only what, 4 skills in the game, Eye of Flame, Negate, Encase, Breath of Life. So yea, way more skill points than skills. -

The only reason WWs get 5 skills is those are the only skills they can use as a WW. They are also required to use the WW ultimate to become WW. -

Go play a game where every skill is available for you to use and see how cumbersome it quickly gets. -
