RE: When does the "Plunder Skulls" event start?
That's the Witches Festival, its usually the first Q4 event, and we won't know until ZOS announces it. You might get a guess from the October Crown Store Showcase. -

Were you on the drop timer? Cuz it’s like 3 minutes. If not, yikes. -

Another option is to just die by the mobs and run to the boss while you are in ghost mode. Super effective in vBRF when you don't want to fight for 15 minutes in between boss encounters. -

Submitted a ticket, kind of like bear or cat farming, but bosses respawn every 30 seconds or so bypassing cooldown -
