RE: Low FPS - unplayable game.
I have 0 addons. I doesn't matter low or high settings same FPS. CPU usage CPU0 only rest cpu1-8 are there just for fun. It doesn't break 30% CPU usage and same for GPU usage. -

are lacking stable power to the CPU, not just FPS loss in ESO. As far as windows basic, windows ususally would revert to this if you run out of virtual memory. Windows Areo wouldn't account for 70-9 -

i'm having the same issue ...no matter if i put all settings on low or ultra the fps will remain the same only when i lower the draw distance affects it.. so i assume is cuz of the cpu? i have to say -

your fps 90 -132 it looked to me that it stuttered when the other person near you came within camara angle, which can always be small issue online games, your computer has respond to live action, e.g -
