This is noted outside of battle leveled zones as well. Some sets will seem more exaggerated. Julianos/Torugs/Twin Sisters to name some. -

Also, Torugs pact doesn't enhance the enchantment of master's weapons and I doubt it enhances Maelstrom weapons.
