They need to extend the major and minor versions of debuffs to snares and roots too. We already have major/minor defile, fracture, breach, maim, and mangle. Add two more: -

It's called priority targeting. If you see someone spamming snares/roots then you and your group should take them out. Is it annoying? Sure! But it's not completely game breaking. -
