Oblivion Damage Enchantment The Internal Cooldown of 4 seconds is not reduced by the infused trait. However, the Torugs Pact Set Bonus (1 second reduction) sill applies correctly. -

I saw most people trying it with lightnings staves, where it was bugged. So they dropped it and moved on.
