If the issue is as reported, fix bombard's snare component so that it didn't stack from multiple casters. Or if ZOS doesn't know how to fix it, then remove the snare component and replace it with some -

yes, the bombard spam is utterly stupid. Multiple snares from the same skill should not stack, that will force them to combine diferent skills to stack snares, and they won't be able to get 100% snar -

I've got no problem with Bombard having a snare, As others have said the problem is the stacking of it.
