CC immunity has always been inconsistent and unreliable. With the IC it just seems to bug out more often than before. -

all of those are stamina abilities. Immovable potions don't grant root immunity only CC. The only option a magicka user has is mist form which forces you into being a vampire -

Fear is the worst offender when it comes to breaking it or outright bypassing CC immunity by far. -

I even went to gather some slam-npcs, and as soon as incoming slams surpass the number of 3 you get chain-stunned no matter what (block, dodge, breakfree, immunity) -
