We don't need another thing for the server to try and calculate the movement of and cause more problems with the Cyrodil lag. Every player with a cape is one more calculation for the server to make.
you never see zergs in the rest of the game world no you don't one, 2 even 10 players with capes won't cause issues because if that is your argument in PvE people with pets out and mounts and summoned
Anyways, hats are much simpler to make* than capes because capes move. As much as I would love to have cloaks, I'm not sure I am ready to take the performance hit that would most likely come with them
They've already stated several times Capes would severely hurt the (already struggling) Engine. The level of detail and animation needed would increase the lag. One nice cape fluttering in the breeze
