GW2 abandoned it, as it was not interesting and didnt add anything, it was a hassle to have "underwater weapons" and they just dropped it as a thing. -

That game did not die because they introduced underwater combat though. That being said, I don't think it would be a great addition to ESO tbh. -

So basically, in order to make underwater exploration, they'd need to completely redo the way that the servers render the ocean to allow us to explore in it. -

They are *not* considering underwater expansion. It was a segment on hypotheticals, and was clearly stated that it was not on the plate. -

It's funny that EverQuest a MMO that came out in 1999 had underwater fighting and exploration, and it was actually fun. -
