What you are experiencing now is diminishing returns, the more block cost reduction you stack. The less effective it reduces. -

I jump with my tanks to aim better at adds I want to chain in. Unlike block, bash, dodge that actually actively affect combat, jump doesn't. It doesn't even make you not take damage from ground damage
