Dark flare looks to have a splash effect on nearby NPCs to your target. You can see the effect travel, but I don't know if it's just damage or the debuff as well. -

the splash effect of darkflare is the dmg buff for the next attack - wich is consumed by anny attack regardless of you or your alliance. -

Maybe it's because you start with such a hard hitting skill like Solar Flare (and you have Dark Flare as other optional Morph), and it gets downgraded in damage, even though it becomes AOE. -
