There is a cooldown on the drop. So if you kill another boss too quickly after you loot a skull.... no skull for you. -

I haven't noticed a cool down on Xbox one for me I get a skull drop every other time I kill a boss -

That's not true. I did a round yesterday and didn't get a skull. It seems to be a 5 minute cooldown. -

Read through the whole thread. I have been farming skulls in PvE land, as well as farming all the new PvE sets to use in PvP (since the PvP sets suck, whole other discussion) -

I spend most of my time in PVP (XBox) and spent almost all of last night in Cyrodiil getting the skulls. It was pretty easy actually....1. Hit a Cyro delve, kill a boss, 2. Do a dolmen, kill the boss -
