There is many more people playing on the Pc Eu server. Not just from Europe but also from places like Russia and other non eu countries that play on those servers. Basically the devs have stated this -

ZOS has added around +100ms to the ping times of Oceania as a consequence of Akamai routing our traffic to Europe. -
