Who says that it's only a tiny fraction who wants kids.? Remember that the forum itself only represents a very small portion of the players, and even here the wish for kids is not really tiny.. So yes -

I think children would bring life in to Tamriel but before that, the justice system should be improved to lessen murders in crowded places and beyond.
