Children would ruin the game like it did on Skyrim. Any house you entered to steal from for the thieve's guild or just grabbing a bite would have those invincable squawking alarm systems. Hated that.
It is simply too easy for news stations to bash on videogames because they include children in a "dangerous environment" (even if they are invincible). It gets even easier when that 'one guy' decides

If these people will have their immersion broken for not being able to kill green npcs, then that ship has sailed already with the big number of npcs like that in the game.
The popularity of the kill children mod in Skyrim is exactly why no one wants them in any video game. They're annoying, plus it just opens a whole new can of worms, ripe for controversy and complaints
