Frequently, Error 104 is due to an anti-virus program blocking the patch. In some circumstances, the exception will need to be removed and re-added back as an exception to your antivirus program. -
My fix for the ever haunting patch manifest 210 error
So after spending the last 40 minutes trying to return to the game I was getting this error and much like nearly all the threads here the 'documented' fix just doesn't do anything. -

So after one try downloading the file "Bethesda.net_Launcher.patchmanifest" I got another error way before the end of the DL. -
