ESO in game = majority who don't care about min/maxing. They rp and play their fave race. Housing and exploration is their end game. -

So after a pattern of (appropriately) offering free or near free skill respecs when rebalancing the game fundamentals, this time ZoS rebalances race passives but instead will monetize (ToonCount - 3)
