I have to have steam running, but on the days people were having problems logging in through steam, if I tried to launch the game through Steam, I would get the same problem. Launching it from eso64.e -

Nothing needs to be installed or reinstalled. Just use the Bethesda.net launcher within your existing steam installation and enter the emailed authentication code when prompted. -
