Very common for veteran zones to be reasonably empty, with the exception of grind spots. If you're a returning player on pc, you should know this. Not sure what console veteran area's are like.

I get that redoing all of this vet mess will take a lot of time. So, in the meantime, they need to further reduce the grind. If not, say goodbye to most returning players and a chunk of console gamer
