After the patch, using Torug will actually decreases your spellpower by 1. -

I noticed this too. I wear Torugs shoulder and a staff for the 2 piece. When i completely un-equip the shoulders my spell damage stays the same. -
RE: Torug's pact 2 piece doesn't give any spell damage bonus.
It's because there's a visual bug with Torug's where 1 piece on the sheet gives you the spell damage, so on character info there's no difference between 1 and 2 piece equipped. -

I can confirm that both Orgnum's Scales and Willow's path mentioned, are indeed only affecting base regen stats. I can also confirm that the Torug's Pact set mentioned does not amplify master weapons
