He's talking about Major Savagery which is on Bitting Jabs and Evil Hunter. You're already getting the buff from Evil Hunter and biting jabs is bugged so you're almost better off just using Wrecking B -

It was the same thing for Radiant Glory, Puncturing Sweep and Blazing Shield. Any skill that did "x" based off of "y" was hit twice effectively. -

Puncturing Sweep is a channel AOE skill , all targets will be affected in the area every one second . -

Are you using ONLY puncturing sweeps or are you mixing in other abilities and light attacks too? Also, PvP or PvE?
