     Chat cannot be turned off, but you can hide the icon by going into Options > Social > and disable the chat HUD.

     Won't matter @ZOS refuses to respond & the anti-text chatters will just crap this thread up till it gets closed like the multiple other threads covering text chat on the console.

     I am not alone in this. Many people play with headphones to hear just the game , and still enjoy communicating with many other people in the text chat.
