This is really a non-issue as it would be part of a tool for transferring if Zos decided to build it. Other games solve it by adding numbers to the end of character names and you would give priority -

On Xbox, because even if PC performances are way better, my main account still remains Xbox one. -

They simply copied the database and deleted all users who was not in the transfer me list. -
