Unfortunately, the 20% damage increase of mage's guild skills is not even true.

It works pretty well for me Biting Jabs + Blazing Shield, just test it in PvE <img class="emoji" src="https://forums.elderscrollsonline.com/resources/emoji/smile.png" title=":)" alt=":)" height="20" />
