The Elder Scrolls Online v6.3.2 includes several more adjustments to the updated Champion System and some item sets, bug fixes for the new dungeons, and activates the Anniversary Jubilee event on February 10. Additionally, we’ve copied all PC EU characters this week; remember, all skill points will be reset when you first log in. The size of this patch is approximately 172MB.

    Anniversary Jubilee
    Starting February 10 at 10am EST, the next Anniversary Jubilee will be available to test on the PTS! Complete the introductory quest, Ache for Cake, to get this year's Jubilee cake Memento. Use this Memento and eat a slice of the cake for a 100% bonus to earned experience for the duration of the buff, as well as three Event Tickets. Don't eat those, though; use them at the Impresario for special rewards!
    • During the Jubilee, any daily quest throughout Tamriel and beyond will award you an Anniversary Jubilee Gift Box, which contains a scattering of valuable rewards.
      • The new reward available in this year's gift box is a chance at pages for the new Imperial Champion weapon set.
      • You can also acquire these in bound form from the Impresario.
    • Also available are the first two fragments, of three total fragments, for the Deadlands Firewalker personality. These are available from the Impresario for 10 Event Tickets each, but the third and final fragment won't be available until a later event in the season.

    • Fixed issue where weapon swapping could become unresponsive after using a grappling hook.
    • Fixed an issue where health stats were not properly reflecting in the Advanced Stats UI tab.
    • Fixed an issue where Battle Spirit still included its 5000 Max Health. This health has already been incorporated into base character stats, as called out in the first PTS patch.
    • The built-in damage reduction is now 10%, which was improperly listed as 15% in the original notes.
    • Fixed an issue where the adjustments to the Champion Point experience curve mentioned in the original notes was not properly working. 
    • Emotes can no longer be started while blocking.
    • Blocking during an emote will now interrupt it.

    Buffs
    • Reduced the bonus value of the following buffs to 30%, down from 40%:
      • Major Endurance
      • Major Fortitude
      • Major Intellect
    • Reduced the bonus value of the following buffs to 15%, down from 20%:
      • Minor Endurance
      • Minor Fortitude
      • Minor Intellect
      Developer Comment:
      Based on the many changes to the Champion Point system and overall data we've gathered from the live servers, these recovery related buffs were slightly overtuned when paired with recovery bonuses, which is contributing to larger problems with hard-to-take-down builds in PvP and PvE alike. With these adjustments, we still want to better reward players who spec for recovery than in the past, but with less of a delta between those who find sustain through other means.

    Champion System
    Developer Comment:
    In efforts to further reduce the amount of vertical progression the updated Champion System has in regards to passive power, we have reduced the maximum number of stages of many stars that do not require slotting to the Champion Bar and adjusted some outliers to be more in line with our expected results. These adjustments will only affect those who are very high in Champion Points and will have very little effect on those in the early or middle stages of Champion progression, who are focusing on grabbing their slotted stars and unlocking pathways before topping out each node.
    • Reduced the following stars to a maximum of 4 stages, rather than 5:
      • Blessed
      • Defiance
      • Eldritch Insight
      • Elemental Aegis
      • Hardy
      • Hasty
      • Hero's Vigor
      • Piercing
      • Precision
      • Preparation
      • Quick Recovery
      • Sprinter
      • Tireless Discipline
      • Tireless Guardian
    • Reduced the following stars to a maximum of 2 stages, rather than 5:
      • Battle Mastery
      • Flawless Ritual
    • Reduced the following stars to a maximum of 3 stages, rather than 4:
      • Savage Defense
      • Tumbling
    • The following skills are now slotted rather than passive to better mirror the other specific bonus type mechanics, such as damage done or damage taken:
      • Focused Mending
      • Soothing Tide
      • Swift Renewal
    • Bashing Brutality:
      • This passive is now 60 increased damage, down from 120.
      • Reduce the points per stage to 10, down from 20.
      • Reduced the maximum number of stages to 4, down from 5.
    • Fortification:
      • This passive is now 2% block mitigation per stage, down from 4%.
      • Reduced the points per stage to 15, down from 20.
      • Reduced the maximum number of stages to 3, down from 5.
    • Haggler: This star has been replaced with a new star, Gilded Fingers, which increases your gold gained by 2% per stage, up to 5 stages at 10 points per stage.
      Developer Comment:
      Haggler may return in the future as a potential new star, but its current form has too many exploitable cases that need in-depth investigation before solutions can be found in time.
    • Infamous: Fixed an issue where this passive did not work as stated.
    • Spirit Mastery:
      • This passive is now slotted rather than passive.
      • Increased the points required of this star to 50, up from 33.
    • Steed's Blessing: Reduced the Movement Speed granted from this passive to 0.4% per stage, down from 1%.
      Developer Comment:
      This was done to help reduce the delta in speed experiences between players who slot this and those who do not, as out-of-combat movement speed doesn't have a hard set bonus efficiency standard.
    • Strategic Reserve: Reduced the Health Recovery per 10 Ultimate granted from this star to 30, down from 50.
    • Tempered Soul:
      • This passive now grants 5% more resources when you resurrect, down from 10%.
      • Reduced the points required per stage to 25, down from 50.
    • Improved the readability of the links between Champion skills.

    • In accordance with the recent change to item sets to not be usable while outside of combat to be manipulated as "pre-buff" sets, the following sets now only grant their effects/activate while in combat:
      • Elf Bane
      • Jorvuld's Guidance
      • Seventh Legion

    Dungeon Sets
    • Dead-Water's Guile: This set now only activates on your killing blows, rather than shared killing blows in order to help reduce the stacking effectiveness it has in large groups.

    Monster Sets
    • Selene: Fixed an issue where this set could be procced outside of melee range with some attacks.

    Overland Sets
    • Senche's Bite:
      • This set now procs whenever you dodge an attack, rather than when you activate Roll Dodge.
      • Increased the duration to 10 seconds, up from 8 seconds.
      • Fixed an issue where this set's tooltip did not state it also affected your Critical Healing done. This change was done to help decrease the amount of alpha strike potential it has before combat has begun.

    Trial Sets
    • The following sets now only proc on slain enemies you've damaged within 2 seconds, down from 5. Their tooltips now properly mention you do not need a killing blow for them.

    Furnishings
    • The new Aetherial Well furnishing can no longer be used while in combat.
    • The bristleback inside the “Stone Garden Vat, Alchemized Bristleback” furnishing now correctly plays a subtle animation, similar to the other alchemized creatures.

    Homes
    • Updated the pre-placed furnishing templates in Varlaisvea Ayleid Ruins and Kushalit Sanctuary to correct some visual issues.
    • Adjusted the main altar inside Varlaisvea Ayleid Ruins to allow for more flexible decoration options.
    • Filled in two unusual gaps in the water that fills the pools on the upper section of Varlaisvea Ayleid Ruins.
    • Fixed an issue that caused a small region of glowing white textures to appear near the top of one of the lavafalls in Kushalit Sanctuary.

    Activity Finder
    • Fixed an issue where logging out while queued on the PTS would cause you to get stuck in the queue.
    • Fixed an issue where you could get stuck in the queue on the PTS for several minutes.
