So how do console players get preorder bonuses if there is no preorder for console?

We are weeks away from console launch. I am guessing that whatever is preventing a console preorder will be resolved in that time. That is unless the platform, Bethesda, or ZOS has said that it will never happen.

There is preorder for XBox. For PS4 they have already said there will be a window at launch to receive pre-order bonuses.
