Single Target Abilities Not Working

I have no idea why this happens but I've not had this issue last year at all.
Randomly, all my single target abilities just go dark and I am unable to cast them, even my light and heavy attacks can't find a target... I am totally highlight enemies with my crosshair too. The game is only letting me cast ground abilities or self-target abilities. /reloadui did not help.

Where did it happen and on which class was it?

Warden... and yes, its imperial city for me too. but I have also had it happen in reaper's march.

Nightblade, DK and templar, all over the place.

recently i was lurking on a rock and my DK was unable to shoot at a passing creature. no heavy attack no staff skills

Yep, have had times where I'm trying to fire off Merciless and I end up walking around for a few seconds spamming the ability at the person in front of me, lol.
