High Isle has only the chapter and the base game? Black Fredas bundle is no more? And crown items won't go on sale?

It states 'Includes the base game, all previous chapters and High Isle Chapter'.
Is it correct to assume that this is like purchasing ESO+ without the subscription perks?
Which chapters are included, please list for clarity.
Each chapter will not get the perks of pets, mounts, skins, etc.?
If I gift it to a person that already owns the base game, will there be a discount since in effect I would only be buying the chapters? Or if they purchased it, would they get a discount?

Not at all. ESO+ includes access to all the DLC dungeons and DLC zones. "Previous Chapters" includes only Vvardenfell, Summerset, Elsweyr, Western Skyrim, and Blackwood. You would get no DLC dungeons at all and none of the DLC zones like Dark Brotherhood, Orsinium, Murkmire, Thieves Guild, Clockwork City, Deadlands, The Reach, etc., etc.
