How does alliance war and emp work with the acc wide achievements unlock?

If these achievements are auto unlocked for other alts, do we still need to level the alliance skill trees when we crate a new character to get access to the skills?
Can I get emp on one character or grand overlord on one character and have it on all?

✭✭✭✭✭The skills and achievements are separate, just like how you can have a maxed Fighters Guild character and still have to level the Fighters Guild on new characters. Yes, you still have to earn and level the Alliance War skill lines.
However, the ability to buy the skill lines is dependent on the achievement, so if one character has that skill line maxed, you can buy it on new characters.
Similarly, the titles are account-wide. So yes, you can wear Grand Overlord that you earned on a Rank 50 AD character on your level 10 EP character, but my experience is that people with the GO title tended to get attacked by other players looking for that achievement for killing one, so you may not want to.
