I believe everyone should enjoy this part of the event.
There's multiple spawns of npcs, but if you go north from castle navire wayshrine while following the road to archway. Look to your right for priest and answer his questions
The npc isn't always there, but just have to ask someone in a different instance if they see then port to them
Supposedly the npc is by other wayshrines too.
Edit:
After getting the blessings you can find other npcs by the roadsides.
P.S castle navire is far east Wayshrine in high isle.
Note: Gotten buff 3 times there

The first buff is a 12 hour buff to find mysterious npcs and no don't think it's in article. Its a surprise
One of the npcs gives Mark of protection after the first blessing1 -
