Make it like the existing CoD mail system. The buyer sends the gold, and the seller gets a message "do you want to sell X crowns for Y gold" with an Accept or Reject button. If they accept the gold goes to them and the crowns to the buyer, if they reject it then the gold goes back to the buyer and they lose nothing.
No trust, no scamming, no real money currency with an unnecessary risk mechanic, [Snip].
It would cost them less than an hour's pay for any halfway decent programmer to copy paste this code, and it would save the company a ton of PR and player frustration not to mention time wasted on the support tickets they do actually bother with not having to worry about crown scamming.
That they have dragged their feet on something so simple for so long which is clearly in the company's best interest is truly mind boggling to me.

Because right now every crown purchase is made with real money, if ZOS had an internal system where you exchanged gold for crowns, they would lose money.

Or World Crown Exchange, which is generally considerably cheaper. You can also post a buy order on WCE at the rate you are willing to pay, or look for sellers selling at a rate you are comfortable with. Knowing however that this will cost them money, I think its safe bet to assume this will never happen.

This isn't merely a software feature issue. Lambert says it is also a legal decision. They apparently don't want to take on the legal burden spanning multiple different jurisdictions and laws.

... because there is more to it than 15 minutes of coding. This isn't merely a software feature issue. Lambert says it is also a legal decision. They apparently don't want to take on the legal burden spanning multiple different jurisdictions and laws. Other game companies might do it, but ZOS has reasons. ¯\_(ツ)_/¯
Agreed. It would involve substantially more than 15 minutes just to test the coding to ensure it (a) worked and (b) didn't mess something else up, and the coding itself wouldn't be that straightforward in the first place.

You mean the 2-3 weeks it takes to plan and implement plus extensive testing to make sure it works in all instances.
There is no feature in software that takes 15 minutes. If you do it right and follow the rules even changing the color of a button takes longer.
