ESO account transfer to another PSN?

When I started playing ESO I lived in Russia and hence a Russian region PSN. I have now moved to the US and created a new US region US. Can I transfer my ESO account from my Russian PSN to the US one? I can see there is an option to unlink my Russian region PSN from the ESO account. Can I just unlink it, then link the US PSN?
