Are angry words in group chat sufficient ground to get someone banned? You can always ignore him and banning would result in a lot of real losses...

I think he was just kindly asking to speak english to understand the dialogue. And they answered with a bad speaking, it doesn't matter in which language.
This is not racism, it is the simple claim of being treated with kindness by strangers, to which he had made a simple and legitimate request.
I think he has to report this screenshot, ZOS does not tolerate rude behavior. The measures to be taken are obviously up to them (ZOS moderators).

Asking someone to speak a common language in a group is not discriminating nor is it denying anyone's "right" to use their native language.
I know a Russian family and they use that word to express even the slightest frustration. It can be as bad as its translation or as mild as just saying "damn".

you can see on the screenshot, that 2 persons talk russian. So yes, it IS discriminating to request to talk a different language. It obviously was not relevant for the rest of the group, what they talked about.
You could have talked russian, if you prefer one common language, right? (just kidding, but I think this different perspective shows the problem: why is english of "higher" value than russian? Just because you lack the ability to talk 2 languages?).
Some people just swear, that is not a reason to ban someone. The word he used is a swear word used as exclamation, or comma. Same as "f***" in english.
He said something like "f*** no". Its not a harrasment, he didnt call you the thing the word literally means, the same as saying "f***" doesnt mean the person is reffering to sex.
