No, that's not possible with CP2. 3600 was how many you'd need to get everything with the old system and it wasn't updated. It's quite a few more now and they'll be adding more.
On Playstation I think the highest from my guilds is 2700, but don't think I've seen higher than about 2200 during game playPS4 EU1 -

I also remember seeing a streamer exp grinding to 3600, not sure what their current was at the time though. Speaking of which, exp grinding and the fact that CP 1.0 didn't inflate at all into CP 2.0 has given me a very 'meh' attitude toward CP levels.PC NA2 -

Just 4 slottables and the passives is much lower, I'm there at 1800ish for green and have 6 actives to chose from in blue and 5 for red so even lower for those.
Green could be a bit higher depending on what actives you want and if you have to waste points unlocking paths, some of those stars are expensive and it's so badly designed compared to the others

The night J Dub got 3600 live during his Twitch stream, Rich Lambert was in chat and said that J Dub was only the 5th player to ever hit max CP on any server - and was the 2nd on PCNA.
